Senator Kavanagh has passed 16 bills and sponsored 42 measures to protect animals since 2013. He has also helped stop bills harmful to animals from passing. In 2022 he ran for the senate seat in his district against a primary candidate who was against humane animal laws. In fact, she testified in Kavanagh’s Government and Elections committee against his bill to ban dog breed discrimination in homeowners’ liability insurance policies. The measure was later passed by the legislature by a wide margin and was signed into law by Governor Ducey.
Senator Kavanagh won his race in the 2022 election, and in the 2023 session he sponsored ten animal protection bills, three of which were passed and signed by Governor Hobbs. Thanks to his efforts, $550,000 will be allocated to fund much-needed spay and neuter surgeries statewide. By reducing the number of homeless pets on our streets and shelters, this funding will help animals, their owners, shelters, and entire communities throughout Arizona. He also sponsored the new law requiring ambulance companies to treat and transport injured police dogs to vet clinics. And another Kavanagh-sponsored law creates a study committee to address concerns of animal shelters in counties across the state.
